Meet the Red Bank, Lakesite city commission candidates

Early voting for the Nov. 8 election — which includes contested seats on the boards of commissioners of all three North Hamilton County municipalities — starts Wednesday, Oct. 19 and runs through Nov. 3.

We asked the three candidates running for the two open commissioner seats in Red Bank's District 2, as well as the four candidates vying for one of three open slots on Lakesite's board, to respond to the same two questions: 'What experience/qualifications make you the best candidate?' and 'What do you feel is the most important issue in your city and how do you plan to address it?'

Red Bank City Commission, District 2

Candidate: Carol Rose

My husband (Phil) and I are lifelong Red Bank citizens with a commitment to its continued growth. I have more than 20 years' health care management experience that included budget and project management, oversight audits, regulatory compliance and personnel management. I will use these skills, plus a willingness to listen and think outside the box, in my new role.

We must continue to recruit small business and single-family homeowners to grow tax revenue for reinvestment into city services. I believe consistent application of zoning ordinances, code enforcement and design standards will contribute to that growth.

Proximity to downtown Chattanooga and the North Shore make us the ideal community for individuals to live, work and play. I would appreciate the opportunity to work with other Red Bank commissioners, city employees and citizens to continue our progress in revitalizing our city into one of which we can all be proud.

Candidate: Paul Thompson

I'm a Chattanooga native with a passion for improving Red Bank, where I've lived since 2009. I graduated Magna Cum Laude from UTC with a degree in engineering technology management, and have current working knowledge of feasibility studies, master planning, codes, zoning and business development.

My goal is to improve the quality of life of Red Bank citizens, starting with business development in a way that encourages positive activity and commerce. I would like to allow growth that will breathe life into the unused commercial buildings, bring in more jobs for families looking to set roots in Red Bank, and provide local options for consumer spending.

Additionally, the city has many areas that could be utilized or enhanced, as they relate to parks, outdoor activities and creating a more pedestrian-friendly experience. This would not only make the area more attractive, but also enhance the social infrastructure of our neighborhoods, the city center and our quality of life.

Candidate: Bill Cannon

Most of my career as an engineering coordinator has been in the private sector with Fortune 500 companies, but over the past 10 years I have worked with the city of Chattanooga's Land Development, Transportation and Stormwater departments and the Regional Planning Agency on engineering and development projects. I've authored and been awarded $3.5 million in grants that have funded many quality of life projects in and around downtown Chattanooga.

The most important issue is improving quality of life. We have one of the most polluted streams in Hamilton County. We have transportation and infrastructure issues that are ignored. We have limited high-value commercial property, so it's imperative we develop it wisely, not with storage units and gas stations.

I plan to vote on issues for the majority of Lakesite residents. I would like the opportunity to research and vote for or against issues in Lakesite. In 2014, I polled residents about sewers that three of our commissioners supported. There were several people who had problems with their sewers, but the overwhelming majority didn't want city sewers. When there's a split vote, it's most always the same three against the other two commissioners, and in my opinion the three aren't voting for the majority of Lakesite residents. These three are in the Chattanoogan [online news source] under 'Continue The Current Leadership In Lakesite,' as the mayor is requesting the return of his voting partners.

Our voting ballot states 'Vote for 3, but it's okay to vote for 1 or 2.'

Candidate: John McPherson

My experience includes being a military veteran, engineer and currently a Lakesite City commissioner, which qualifies me to serve our residents with their best interests at heart for another term. I enjoy serving the people of Lakesite.

Of major importance to the Lakesite residents is keeping the property tax rate as low as possible. I will work to this end. The current tax rate is 23.5 percent per $100.

Lakesite currently has a substantial financial reserve and no debt.

Candidate: Bill Neighbors

During my 21-year military career, I completed my bachelor's degree in general/urban studies and a master's degree in counselor education/community counseling. Following a tour of duty with the American Embassy in Cairo, Egypt, I retired from the military in 1990 to move to Lakesite and work with the city of Chattanooga as safety and training director. I retired in 2010 as assistant director of citywide services in the Public Works Department.

I love serving people. I care deeply for my neighbors and what's important to them. I have a strong desire to make our community the best it can possibly be, and I think showing people you love them through serving them is one of the greatest honors one can have.

An important issue is always making sure we spend people's money wisely. My neighbors work hard for their money, and they deserve to have someone representing their interests and making good, conservative decisions.
